– The St. Martin Parish Council introduced several ordinances setting or reducing speed limits on parish roads at the council’s July15 meeting, including: • reducing the speed limit to 35 mph on a portion of Zin Zin Road from Doyle Melancon Road to the bridge in District 5;
• setting the speed limit to 25 mph on a portion of Roosevelt Brown Road in District 7;
• reducing the speed limit to 35 mph on a portion of Petroleum Parkway Extension in District 2;
• reducing the speed limit to 15 mph on a portion of South Chuck Drive in District 3;
• reducing the speed limit to 15 mph on Neuville Anthony Road in District 3;
• and reducing the speed limit to 15 mph on Belle Terre Drive in District 3.
Several ordinances also were introduced regarding servitude rights for the parish, including ones:
• reducing the servitude rights for the parish from 100 feet to 27 feet on the northern side of the drainage channel designated as L-36A2A-5 where it borders Parcel No. 04101B2238;
Speed
• reducing the servitude rights for the parish from 100 feet to 25 feet on the northern side of the drainage channel designated as L-36A2A-5 where it borders Parcel No. 04101B1418 Lot 231;
• reducing the servitude rights for the parish from 100 feet to 20 feet on the northern side of the drainage channel designated as L-20N1A-1 where it borders Parcel No. 1850001650;
• and reducing the servitude rights for the parish from 100 feet to 50 feet on the northwestern side of the drainage channel designated as M-48 where it borders Parcel No. 09202C2553.
The council also introduced an ordinance allowing the parish president to enter into a right of way use agreement with Optimum, allowing the company to provide telecommunication and related services in the parish.
Resolutions
The council voted on several resolutions, including one authorizing the filing of an application with the state Department of Transportation and Development for a grant under the Formula Grant for Rural Areas.
The council also passed a resolution authorizing the parish director of tourism and the parish president to apply for grants sponsored by the state Department of Culture Restoration and Tourism, Office of Tourism and grants under the Cooperative Marketing Program for LOT fiscal years 2025-26 and 202627.
Several resolutions reappointing board members also passed including ones:
• reappointing Freda Harrison to serve as a member of the St. Martin Parish Library Board of Control;
• reappointing Burton Dupuis and Michelle Prilliman to serve as a member of the Hospital Service District No. 2 Board for Ochsner-St. Martin Hospital;
• reappointing ShanaRae Dardar to serve as a member of the St. Martin Parish Recreation District No. 1 Committee;
• reappointing Ricky Acosta to serve as a member of the St. Martin Parish Water & Sewerage Commission No. 1 for Stephensville-Belle River;
• and reappointing Donnie Laviolette to serve as a member of the St. Martin Parish Waterworks Commissioners District No. 4 for Catahoula.
The council also authorized the parish president to enter into an intergovernmental agreement with the state relating to the redesignation of the Lafayette Metropolitan Planning Organization as the Acadiana Metropolitan Planning Organization.
The council also passed two resolutions relating to the Consolidated Waterworks District No. 4 Water Sector Program.
The first was for a change order of an increase of $71,695.79 and a 10-day contract time extension for the Industrial Park Plant upgrades project by Tullier Services.
The change was made because a fence at the front of the facility needs to be encased in barbed wire for security purposes because of requirements in the grant for the waterworks consolidation program.
The second resolution awarded a contract for the Water Well Rehabilitation Project to the lowest responsive bidder, Griner Drilling Service Inc., for $640,000.
In other business
Councilwoman Tangie Narcisse updated the council on the Sieber Road project that was approved for funding by the state Department of Transportation and Development.
The parish will administer the project because of its public works department’s experience in dealing with such projects, even though the project is largely being done in the City of St. Martinville, she said.
The parish, city and state DOTD have signed cooperative endeavor agreements for the project, Narcisse said.
The council sat as a board of adjustment to consider granting exceptions to several zoning ordinances.
Exceptions were granted to:
• David Patin to build a single-family dwelling on property zoned I-1 (Light Industrial) at 3524 Main Highway, Breaux Bridge;
• Brock Angelle to build a single-family dwelling on property zoned I-1 (Light Industrial) at 1590 Grand Anse Highway, Breaux Bridge;
• and to Daniel Fuselier to move a single-family mobile home on property zoned C-1 (Light Commercial) at 1264 Burton Plantation Highway, St. Martinville.
