Parish Council preparing to accept property donation for Parks Library

St. Martinville – The St. Martin Parish Council held a public hearing at its regular meeting on May 7 to discuss adoption of an ordinance to accept the donation of property and to provide for a budget amendment for the Library Board to build a new library in the Village of Parks.

The property is designated as Lots 190198 adjacent to City Hall, filed on a plat of survey recorded at the St. Martin Parish Clerk of Court’s office under Entry No 389505.

Parish President Pete Delcambre said the council will vote to approve the ordinance at its next meeting.

Delcambre said the architect for the project, Glenn Angelle, spoke to Library Board members Monday in Breaux Bridge, showing what the firm had done for the parish library built in Cecilia, and what will be done to fit the library on the property in Parks.

The council also looked at several other ordinances at the public hearing that had been introduced previously, including: The property had been earmarked for use as to build a library by the Potier family, which owned the property before selling it to the village.

Other ordinances at the public hearing included: • an ordinance setting the millage rates for the tax year 2025, which had been set by the council in November; • an ordinance set-ting the speed limit on Clodise Huval Road to 20 mph;

• and an ordinance reducing the servitude rights from 100 feet to 29 feet on the western side of the drainage channel designated as I035D where it borders Parcel No. 05201A3624.

Resolutions

The council introduced resolutions authorizing change orders for projects, and authorizing the parish president to execute Certificates of Substantial Completion for a number of projects.

Those resolutions included: • a resolution for a change order for a decrease of $241,591.19 for the Sales Tax No. 1 Road Improvement Project by Elliott Construction; • a resolution authorizing a Certificate of Substantial Completion for the Sales Tax No. 1 Road Improvement Project;

• a resolution for a change order for an increase of $3,953.58 and a contract time extension of one day for the for the St. Martin Parish Courthouse Renovations Project by ARL Construction;

• a resolution authorizing a Certificate of Substantial Completion for the St. Martin Parish Courthouse Renovations Project;

• a resolution to accept the donation of a portable building from Dr. Megan Simon and Country Place Animal Veterinary Clinic to house cats at the St. Martin Parish Animal Shelter;

• a resolution reappointing Henry Derousselle to serve on the St. Martin Economic Development Authority Board of Directors;

• a resolution awarding a contract for the Herman Dupuis Road Improvement Project to the lowest bidder, Elliott Construction, for $1,639,112.50;

• a resolution authorizing Delcambre to enter into an Intergovernmental Agreement with Consolidated Water District No. 4 to provide for terms of repayment of any sums received by the consolidated district from the parish, as the grantee for the Water Sector Program Grant;

• a resolution awarding the contract for the Improvements to the Petroleum Parkway Extension Project to the lowest responsible bidder, Siema Construction, for $7,419,785;

• and a resolution confirming that the parish government is financially stable and has sufficient money in its budget for any contingency of no more than 5 percent to cover the fees of the Office of Facility Planning and Control for project No. 50-150-23-01, the Expansion and Renovations of the parish government Central Office Complex.

Ordinances introduced The council introduced ordinances for publication, including:

• an ordinance reducing the servitude rights of the parish from 100 feet to 25 feet on the northern side of the drainage channel designated as L-34B where it borders Parcel No. 06102B3419 the parish president;

• an ordinance creating the position of Social Media/Special Projects Manager in the tourism department;

• an ordinance providing for rules and regulations for the Keystone Locks;

• an ordinance providing for the lease of one Caterpillar Model D3121 GP Dozer;

• and an ordinance providing for the lease of one Caterpillar Model D5--12VP Dozer.

Board of Adjustment The council met as a Board of Adjustment to grant several variances to the parish zoning codes.

Variances were granted to:

• Perrodin Properties to move a single-family mobile home onto property zoned I-1 (Light Industrial) at 1131 Delcambre Road, Lot 14, Breaux Bridge;

• Deborah Fuselier to move a single-family mobile home onto property zoned I-1 (Light Industrial) at 1131 Delcambre Road, Lot 2, Breaux Bridge;

• Deborah Fuselier to move a single-family mobile home onto property zoned I-1 (Light Industrial) at 1131 Delcambre Road, Lot 6, Breaux Bridge;

• Kalli and Zachary Latiolais to build a single-family dwelling on property zoned C1 (Light Commercial) at 4986 Main Highway, Lot 8, St. Martinville;

• Timothy Smith to move a single-family mobile home onto property zoned W-3 (Woodland/Floodplain-Commercial/Light Industrial) at 1426 Bayou Portage, Lot 10, St.

Martinville;

• Lucas Pommier to build a single-family dwelling on property zoned I-1 (Light Industrial) at 7560 Cemetery Highway, St. Martinville; • David Soto-Sanchez to move a single-family mobile home onto property zoned I-1 (Light Industrial) at 2003 Coteau Rodaire Highway, Lot 21, Arnaudville;

• Charles and Danielle Huval to build a single-family dwelling on property zoned I-1 (Light Industrial) at 4323 Poydras Highway, Lot 5, Breaux Bridge;

• Timothy Smith to move a single-family mobile home onto property zoned W-3 (Woodland/Floodplain-Commercial/Light Industrial) at 1426 Bayou Portage, Lot 6, St. Martinville; • Raymond Latiolais to move a singlefamily mobile home onto property zoned C1 (Light Commercial) at 1030 Breaux Bridge Senior High Road, Lot 8, Breaux Bridge;

• and James Bayhi to reduce the front yard setback requirement from 30 feet to 23.5 feet on property zoned W-3 (Woodland/Floodplain-Commercial/Light Industrial) at 1511 Four Mile Bayou Road, Lot 2, Morgan City (Stephensville).

The council also ruled to show cause on nuisance properties at several locations, including properties at:

• 2957 Main Highway, Breaux Bridge, owned by Richard Tauzin;

• 1099 Eunice Road, St. Martinville, owned by Brenda Mitchell;

• 1019 Apple Street, Breaux Bridge, owned by Stacey Willis;

• Apple Street Lot 71, Parcel ID 0510004225, Breaux Bridge, owned by Jason Jefferson;

• 1050 R Babineaux Road, Broussard, owned by Darcell Annette Mouton Amos and Lauren Irene Mouton;

• and at 1692-A Duchamp Road, Broussard, owned by Edgar Waldon Sr..

The council also agreed to place on the June 3 agenda the determination to approve or disapprove an Industrial Tax Exemption applied for by Processors LLC.
