After an all-night investigation, detectives obtained a 1st-degree murder warrant for Frank, charged with killing Dwayne Lewis, 27.
According to investigators, the shooting occured in a yard in the 200 block of South Beulah about 7:30 p.m.
Lewis had been shot in the back, police said.
Since the investigation is continuing and the suspect is still at-large, police would release no further details.
