Upon motion of Jody Meche, duly seconded by Don LeGrand, the motion carried to approve the minutes of the September 13, 2010 Regular Meeting.
Guest Speaker Russell Champagne of Kolder, Champagne, Slaven & Company who is the Town of Henderson’s auditor was present and summarized the audit report for the previous year as of June 30, 2010. Mr. Champagne informed the Mayor and Town Council that due to the fact that the Town of Henderson has grown quite a bit, an audit is required each year. Mr. Champagne also informed the Mayor and Town Council that the Town of Henderson received a “clean audit” or an “unqualified audit” which is very important in an audit report and the audit went very well. Mr. Champagne went on to explain the audit report figures and findings of the previous year as of June 30, 2010.
Attorney Jerry Mallet was present but had no business to discuss.
Upon motion of Ray Robin, duly seconded by Jody Meche, the motion carried to approve the Financial Reports of Funds read by Town Clerk, Sue Dupuis, for the period 9/1/2010 to 9/30/2010.
Upon motion of Don LeGrand, duly seconded by Jody Meche, the motion carried to adopt the following Ordinance:
ORDINANCE NO. 2010-007
AN ORDINANCE OF THE TOWN OF HENDERSON TO ESTABLISH ADDITIONAL UNIFORMITY OF THE SPEED LIMITS FOR THE STREETS OF HENDERSON
BE IT ORDAINED by the Town Council of Henderson that:
SECTION 1:
The Town Council of the Town of Henderson hereby establishes additional uniformity of the speed limits for the streets of Henderson in that the speed limit will be twenty miles per hour (20 m.p.h.) exiting Highway 352 and onto 1011 A Old Henderson Drive to 1233 Old Henderson Drive and from 1233 Old Henderson Drive to Huval Street will be twenty-five miles per hour (25 m.p.h.). The speed limit in Henry Guidry Memorial Park will be five miles per hour (5 m.p.h) and the speed limit will be forty-five miles per hour (45 m.p.h.) on the Henderson Levee Road in the Town of Henderson.
SECTION 2: SEVERABILITY:
If any provision or portion of a provision of this ordinance is held to be unconstitutional, preempted by federal or state law, or otherwise invalid by any court of competent jurisdiction, the remaining provisions of the ordinance shall not be invalidated, unless said provisions cannot be interpreted to substantially fulfill the policy and purposes set forth herein, or should any interpretation thereafter of all or a portion of the remaining provisions of this Ordinance lead to an absurd result, in which event that portion or all of the remaining portions of this Ordinance shall be construed to be null and void.
SECTION 3: EFFECTIVE DATE:
This ordinance shall become effective immediately upon return of the ordinance to the City Clerk (after execution by the Mayor), at midnight on the tenth (10th) day after receipt of the ordinance by the Mayor without signature or veto, or upon an override of a veto, which ever occurs first.
SECTION 4: REPEALER:
Any Town of Henderson ordinance or parts thereof in conflict herewith are hereby repealed.
After a public hearing was held on the 11th day of October, 2010, on the above-referenced ordinance, the title of said ordinance having been read and said ordinance having been discussed and considered, on motion of Don LeGrand, seconded by Jody Meche, to adopt the above-referenced ordinance, record vote was taken and the following result was had:

ABSTAIN: 0
WHEREUPON, the presiding officer declared that the above-referenced ordinance was duly adopted on the 11th day of October, 2010.

Chief Leroy Guidry of the Henderson Police Department was present and asked that the Mayor and Town Council hire Curtis Cooper, who is post-certified, as a part-time police officer for the Henderson Police Department.
Upon motion of Ray Robin, duly seconded by Jody Meche, the motion carried to hire Curtis Cooper as a part-time police officer for the Henderson Police Department.
Street Commissioner Don LeGrand was present and had no business to discuss.
Park Commissioner Mark Blanchard was absent.
There being no further business to discuss, upon motion by Jody Meche, duly seconded by Don LeGrand, the motion carried to adjourn the meeting.
