MINUTES OF A REGULAR MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF ST. MARTINVILLE, LOUISIANA HELD ON THE 4th DAY OF JANUARY, 2011.

The Mayor and City Council of the City of St. Martinville, Louisiana met in Regular Session on the 4th day of January 2011, at City Hall, their regular meeting place, pursuant to the call of the Mayor.

THERE were present: Thomas Nelson, Mayor Mike Fuselier, Councilman Craig Prosper, Councilman Dennis Williams, Councilman Ronald Charles, Councilman Arthur Champ, Councilman

THERE were absent: Allan L. Durand, City Attorney

Mayor Thomas Nelson presiding, called the meeting to order.

Upon motion of Dennis Williams duly seconded by Arthur Champ and unanimously carried that the minutes of the regular meeting held December 20, 2010 hereby be approved as written and prepared for publication in the Teche News, the Official Journal of the City of St. Martinville.

Upon motion of Ronald Charles duly seconded by Craig Prosper and unanimously carried that the bills to be paid by the City Finance Committee hereby be approved for payment.

Upon motion of Craig Prosper duly seconded by Ronald Charles and unanimously carried that Mayor Nelson be hereby authorized to enter into agreement with Comite Resources, Inc for Wetland Assimilation Biological Monitoring Project, contingent upon final approval by Attorney Fred Seemann.

Upon request of Blake Douet of St. Martin Soccer Association, it was moved by Arthur Champ duly seconded by Craig Prosper and unanimously carried that permission be hereby granted for St. Martin Soccer to use the Opera House to hold annual appreciation banquet for volunteer coaches on January 8, 2011.

Upon request of Darel Gros, it was moved by Dennis Williams duly seconded by Ronald Charles and unanimously carried that permission be hereby granted for Parks Middle School parents to hold a Red Light Drive on Saturday, January 15, 2011 to raise money for a trip to Washington and New York.

Upon request of Alexander Pratt, Jr, it was moved by Dennis Williams duly seconded by Mike Fuselier and unanimously that a zoning variance be hereby granted to locate a trailer at 118 Randolph Street in a C-1classification with less than required rear yard.

The following resolution was introduced by Craig Prosper duly seconded by Dennis Willams and unanimously adopted:

WHEREAS, the Louisiana Office of Community Development has announced that applications are being accepted for the Fiscal Year 2010-2011 Community Water Enrichment Fund; and

WHEREAS, the Local Government Assistance Program offers grants to eligible municipalities and parishes for a wide assortment of projects to improve public health, public safety, living conditions and for economic development purposes; and

WHEREAS, the City of St. Martinville is eligible for a grant up to $50,000.00; and

WHEREAS, it is deemed necessary and proper for the City of St. Martinville to submit an application to the State of Louisiana, Office of Community Development under the Community Water Enrichment Fund to install water lines on Isadore Drive and Viver Street in the corporate limits of St. Martinville. The City of St. Martinville will purchase all materials and install over 1300 feet of water lines to provide service to the residents who reside in that area.

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of St. Martinville that the Honorable Thomas Nelson, Mayor is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under Fiscal Year 2010-2011 community Water Enrichment Fund.

The following resolution was introduced by Arthur Champ and unanimously adopted:

Resolution

A Resolution requesting the Legislative Delegation to keep all of Upper St. Martin Parish and all of Iberia Parish in the same State Senate District 22 should redistricting be required as a result of the 2010 Census.

WHEREAS, Louisiana will be required to reapportion their electoral districts located with the Parish in accordance with the 2010 Census data, which will be available in March 2011; and

WHEREAS, Upper St. Martin Parish and Iberia Parish consists of five (5) Legislative Districts, namely State Senate District 22, and House of Representatives Districts 39, 46, 48, and 49; and

WHEREAS, State Senate District 22 encompasses all of Upper St. Martin Parish and all of Iberia Parish; and

WHEREAS, it is the intent of the St. Martinville City Council to request the Legislative Delegation to consider keeping all of Upper St. Martin Parish and all of Iberia Parish in the same State Senate District 22; and

WHEREAS, should the boundaries need to be amended as a result of the 2010 Census, the integrity of District 22 be close to the Upper St. Martin Parish/Iberia Parish population as its current make-up.

NOW, THEREFORE, BE IT RESOLVED that the St. Martinville City Council does hereby request the Legislative Delegation to keep all of Upper St. Martin Parish and all of Iberia Parish in the same Senate District 22 should redistricting be required as a result of the 2010 Census.

This Resolution having been submitted to a vote, the vote thereon was as follows:

And the Resolution was declared adopted this 4th day of January , 2011.

Upon request of Chief Smith, it was moved by Ronald Charles duly seconded by Dennis Williams and unanimously carried that Dispatcher Catherine Berard be hereby moved to the position of Record Clerk for the Police Department. This is a lateral move and Mrs. Berard’s rate of pay will remain the same.

Upon motion of Craig Prosper duly seconded by Dennis Williams and unanimously carried that Mayor Nelson be hereby authorized to enter to lease agreement with World Studies Institute of Louisiana for office space at Maison Duchamp.

Upon motion of Arthur Champ duly seconded by Dennis Williams and unanimously carried that the Council ratify the Chief’s previous actions taken to terminate the employment of Nary Smith, Jr.

There being no further business to come before the Mayor and City Council, Mayor Thomas Nelson adjourned the meeting upon motion of Ronald Charles duly seconded by Craig Prosper.
